Decoupling into triagebot-action

• Triage logic used to live inside the Astro monorepo
• Every iteration on Flue or the workflow was surgery on live infrastructure
• Pulled it into its own repo: withastro/triagebot-action
• Testable in isolation, stable before it touched the main repo
• Other teams picked it up too: some directly, some as a fork
